Rep. Adam Clayton Powell (Dem., N. Y.) sends an 810-word telegram to President Dwight D. Eisenhower, charging Eisenhower of indifference to civil rights issues and stating that if "you think that a conference is no longer necessary, then you are the recipient of some very bad briefing and advice by your aides." Powell's criticism marks a sharp turn-around in his relations with the President.
