Congress ratifies the 24th Amendment banning poll taxes

Congress ratifies the 24th Amendment, outlawing the denial or abridgement of the right to vote by "reason of failure to pay any poll tax or other tax." The poll tax was one of numerous measures employed by southern authorities to deny African Americans the right to vote.
